first of all you probs don't have a drawing tablet so you don't have to worry about making lines look smooth quite yet my friend!
tbh its not actually that bad, most beginner artists that i know dont even know how to draw a hood, but you drew it pretty niiiice.
you don't have to worry about proportions too much if you're going for a simple style with like noodle arms and all that, so good on you \o/

this all looks just fine and dandy, it's super simple so really the only problem is just the smoothness of the lines which is something that can improve extremely fast with practice (and a drawing tablet).
art is all about pleasing your eyes, so it doesn't matter how proportionally correct it is as long as it's good to look at, so ill give you some help with that my guy

first you gotta decide what kind of look you're going for, now you can already tell by my name I like cozy things, so we're gonna make this look nice and cozy:

now all I did here was edit the tone cuves and saturation, give it some basic shading (which isn't difficult to do, all you need are multiply and colour dodge/glow dodge layers) then I gave it a glow and added some little details :3
it sounds complicated but it's veeeery easy to do, and you don't need any fancy image editing programs- you can get layers and effects and stuff using paint net and firealpaca, both programs that are free \o/

I was hoping for some very educational art wisdom from none other than miss ccozy and you have delivered. I so so want an art tablet but no way can I spend that kind of money.
