The World Congress is a bit like the United Nations. Factions can vote on issues and resolve or settle problems here. Of course, that doesn't mean you have to follow the World Congress or whatever they vote on becomes a rule. You can choose to follow it if you want but you don't have to.
Each faction can send one delegate. Each delegate can vote on issues, propose issues/resolutions and has to represent their faction.
Currently the approved list of actions you can do as a delegate is:
- Vote on behalf of your faction
- Denounce a faction
- Make a Declaration of Friendship to another faction(s)
- Make a Pact of Secrecy against another faction(s)
- Ask factions to declare war on another faction(s)
- Make peace with another faction
- Join forces against a common enemy
- Ask for help
- Ban certain actions
- Ban certain items
Bi-weekly starting from the 1st July 2014, you can start voting on issues. You can propose issues at any time (including right now!)
If you want to take part you must have:
- More than 5-6 members
- More than 5 chunks of land
- More than 3 active members
As I said, nothing voted on becomes a server rule. You can follow the World Congress if you want but you want to play normally that's perfectly fine. It's just something added in to help factions agree on issues and be more diplomatic.
