if you want to go with this i was thinking town ranks of the egyptian gods
so.....for your town i was thinking eygyptian,find a desert biome and make pyrimids and sphixes,and we might have to make the nile
i dont know if we do this if you want to make restrictions on what building material people use for houses or if you want a forest nearby for wood
