It was implemented as a way to stop spawn camping wasn't it? Instead of making it a kit, why doesn't everyone just spawn with it every time? Then it isn't over powered to any one person and makes it dangerous to cruise the spawn points looking for easy targets. It isn't over powered then because everyone has it? Turning off an addon is as easy as typing .disable at the end of the file name. So yes. It can be turned off.
