In 1.9 mushroom blocks were updated where any part broken will be the top cap texture on all sides. Even with old data values of doing /item 99:15 it gives a normal mushroom cap piece. http://minecraft.gamepedia.com/Mushroom_(block) Look at notes under 'obtaining'. If you happen to note a different item code to try let me know and I'll test it and put them available in admin shop.
