A slow is very strong it allows you to have an easier time hitting jutsu and kunais. Just because its strong in the anime doesnt mean we should make it unbalanced uchihas fine the way it is.
The slow is something that makes kamizuru really good it also has poison if you were to give it another effect jutsu it would honestly be op bee bomb is just fine the way it is.
