I say there should be harsh sentences if they can prove it's false, with very concrete evidence, if they can't prove it right or wrong then no punishment. Although now some people can falsely accuse rape and get away with it, it solves the major issues, such as people entirely lacking the incentive to report rapes out of fear and the falsely accused still having a ruined reputation.
